Steps to reproduce:

1. Log in to the app and switch to a site where you have the role of contributor.
2. Add an image block and try to upload an image.
3. Add a file block and try to upload a file.

Result: when logged in as a contributor, I am shown options for things like image and file uploads even though I am not allowed to complete those actions.

Should we be showing users blocks that they don't have rights to use? Would it be possible to hide blocks the logged-in user does not have rights to use on the site?
