Describe the bug
Inserter menu tabs should preserve scroll-position when switching them.

This bug is not yet introduced since the changes are still in this PR.

To Reproduce

1. Create a post in the web version
2. Add some blocks and create a Reusable block
3. Open the app
4. Create a new post or Edit a post
5. Tap on the + icon to pop up the inserter menu
6. On the Blocks tab scroll down
7. Tap on Reusable tab
8. Tap on Blocks tab

Expected behavior
The scroll of Blocks tab should remain in the same position it was before switching to Reusable tab.
