Portfolio layout: Some pre-defined images are lost from Gallery when you append new ones #2256

To Reproduce
Steps to reproduce the behavior:
- Add a new page
- Apply Portfolio layout
- Append new images to one of the galleries from WP media library
Result: Pre-defined images are lost
Expected behavior
Pre-defined images aren't lost
Smartphone (please complete the following information):
- Device: iPhoneXS
- Reproducible on the 1.28 release branch, not tried on develop but should be there as well.
Additional context
On web the portolio layout images are coming with some ids, we can do the same. There might still be a chance for id collision but seems better than the current situation.
