Expected:

If the user is editing a specific block or is at a specific scroll position on screen, and they rotate, the editor should stay at the same scroll position and have the same block selected.

Actual:

If you rotate, the screen will start going down blocks one by one, stopping on one seemingly randomly.

Devices/ Builds Tested

Tested with Play Store beta build 13.2 RC-1 on Samsung S10 API 28 and Samsung Tab 3 API 26.

Steps:

1. Open Editor with an assortment of blocks
2. Rotate
3. Watch focus shift down from block to block, stopping either at the bottom, or sometimes at a random block. (see video)
