Description
Current
Currently, when no block is selected (let's call this the "default" state), the Quick Toolbar isn't very useful. It looks like this:
Proposal
Static block (empty block, filled block):
Selected block (new block, filled block):
The idea is to show a more useful set of shortcuts by default (when the user doesn't have a block selected). The two key things are:
- A stronger call-to-action for the Inserter
- Allow the user to see recent/frequent block types for quick adding
This idea is basically an equivalent to the web-side's concept that is applied to new empty blocks:

There are a couple other things to note:
- The divider/background style of the toolbar itself is dependent on this style proposal
- This assumes that the undo/redo buttons will be moved to the navigation/app bar. I still need to gather data points to ensure this won't cause too many issues.
