This PR incorporates the 1.64.1 release of gutenberg-mobile.

Just a note to explain why I edited the PR description.

I added the "changes" block from wordpress-mobile/gutenberg-mobile#4135 to make it easier to know what to verify for this PR and what to write in my next beta notes. I know it's just a click away, but I find it useful to have it here.
