This test case normally tests some failed authentications so we need to
be higher than the default to prevent lock outs breaking the tests.

Note: the use of a system property here is an interim need until https://issues.redhat.com/browse/WFCORE-7193 is implemented at some point in the future.

For this one, the original set was:

WildFly Preview - Linux - JDK 21 shows it was meant for main branch. A new one was manually kicked off at https://ci.wildfly.org/buildConfiguration/WF_PullRequest39x_WildFlyPreviewLinuxJdk21/543303

Thank you @yersan for setting this up – the test has passed in the remaining combo.
