Closes #7854

At least two implementers are interested (and none opposed):
- Chrome: supported
- Firefox: ?
- Safari: supported (WPT passes)
Tests are written and can be reviewed and commented upon at:
- Test modulepreload in link header web-platform-tests/wpt#34328

Implementation bugs are filed:
- Chrome: Supported
