Some obsolete elements are missing in the list of void elements

[List of void elements](https://html.spec.whatwg.org/multipage/syntax.html#void-elements) is missing `<basefont>`, `<bgsound>` and `<frame>`. Meanwhile, they still handled as void elements by parser. Is where some reason why they were not added to the list?
