Before we can give utility commands to the bot that will be managed by the staff or admin, as mentioned in #36, we should add the first permission roles to use the bot's utility commands.

Right now, we will add one role to rule them all, which is "admin," which can be set at the environment variable level. So this Telegram user can only add more users to the permissions moving forward.

Then, once we have this, we can add a new utility command to add more team members to control the bot.
