feat: add Mezo and Mezo Testnet chain definitions#4422

Add chain definitions for Mezo (31612) and Mezo Testnet (31611), a Bitcoin-native EVM L2. Both chains are registered in ethereum-lists/chains. Includes multicall3 contract for testnet.
