webpack-doc-kit will be built to help auto-generate the API docs. For the parser to work perfectly, I noticed we need to clean up and improve some of the JSDocs across the core codebase.

To make reviewing easier and avoid giant PRs, I plan to open small, focused PRs over time. I'll mention this tracking issue in all of them so they automatically link here, keeping everything organized in one place.
