Fixed in webpack/tooling and adopted in webpack via #21201, which pins the tooling dependency to the merged commit. generate-types now preserves infer inside tuple extends clauses, so types.d.ts regenerates cleanly (lint:special / lint:types-test pass). Closing as resolved.
