Add the preference, dom.svg.pathSeg.enabled, so let SVGPathElement::getPathSegAtLength(), SVGAnimatedPathData::pathSegList, and SVGAnimatedPathData::animatedPathSegList behind the preference, and set the preference to false by default on all channels.
