This feature is regressing due to negative developer perception of the interoperability top-level await, as shown by comments on the Safari bug and (unmerged) resolution PR, comments on the web-features issue, and web-platform-tests/interop#1105. This is a summary though; see #2957 for further discussion and extensive background.
