This PR migrates the
@rsbuild/plugin-assets-retryto a separate repo to speed up CI of the Rsbuild main repo and allow@rsbuild/plugin-assets-retryto iterate independently.The new repo is: https://github.com/rspack-contrib/rsbuild-plugin-assets-retry
