There were a few comments in #253 suggesting that my current text clarifying that a "user agent" can be a set of multiple cooperating user agents (as long as there is a sufficiently strong trust basis, such as in a browser-OS relationship) should be made more prominently and more rigorously in the spec. Filing this issue to track that work.
