This looks good to me with regard to reflecting the resolution, but it's a bit verbose for normative text. Can we make it more concise similar to how keyword values are described elsewhere in CSS specifications?

As per #13127, we are changing
spanning-itemtonormaland using it as the "magic keyword" to set the default behavior forrule-breakdepending on the container type based on what authors would expect.
