As per #13127, we are changing spanning-item to normal and using it as the "magic keyword" to set the default behavior for rule-break depending on the container type based on what authors would expect.

This looks good to me with regard to reflecting the resolution, but it's a bit verbose for normative text. Can we make it more concise similar to how keyword values are described elsewhere in CSS specifications?
