Due to a bug in swift format (https://github.com/nicklockwood/SwiftFormat?tab=readme-ov-file#swift-package-manager-plugin), we weren't leveraging swiftformat as part of C/I.
However, we can supress a couple rules and get the system to work better with parameter packs
