Overview of the Issue

Documentation claims tools_sync_time defaults to false. Both when not deliberately configured as well as when configuration explicitly sets the value to false, the end result is a VM that is configured to sync time with the host regardless.

Reproduction Steps

Build a Windows Server 2025 VM using packer and vpshere-iso.
