Background

• In preparation for luma.gl 9.2 publish, we are locking down the version of luma.gl to ~9.1 on the deck.gl 9.1-release branch.
• This follows the precendent from deck.gl 9.1 release, where we locked down 9.0-release branch to luma.gl ~9.0
• It reduces likelyhood that users will end up with a problematic deck/luma combo.
• Users will be able to upgrade to luma.gl 9.2 by upgrading deck.gl to 9.2.
• Or avoid luma.gl 9.2 issues in deck.gl 9.1 by upgrading deck.gl 9.1 to latest patch release.
