Describe the bug

Outline and Accent Cool buttons change style when disabled and hovered. The outline button outline disappears. The accent cool button text changes from white to black. This confuses users as they will think the button is clickable, but it is disabled

Steps to reproduce the bug

1. Go to button examples
2. Hover mouse pointer over the Accent Cool Disabled button or the Outline Disabled button
3. See error

Expected behavior

The styling of each button to not change at all when hovered over so the user is aware the button is disabled
