User Story

As an OSCAL Consumer, I can access a website to see the OSCAL overarching governance structure, including how I contribute to this specification

Goals

• Update CONTRIBUTORS.md to include the governance process
  • Document use of forking from specific sprint branch.
  • Work out a way to document/point to current sprint.

Dependencies

• OSCAL Roadmap is developed and published to pages.nist.gov per issue Develop implementer documentation for OSCAL GitHub #110

Acceptance Criteria

• Verify that documentation exists for the OSCAL overarching governance structure
• Verify that the website (the page) is accessible, well structured and accurate
