Properly non-`pyproject.toml` config for `codespell`

**Motivation**
Not doing this as a part of #271 since it's better aligned with what needs to happen for #219, #221, and others.

**Summary of desired enhancement**
Properly handle `setup.cfg` config for `codespell` as a valid input file.
