Test for all tools that the pre-commit actually runs on an empty repo

**Motivation**
Yes, we might have successfully created the config file, installed it, installed the hooks... but do the hooks actually run?
If we had tested this, we would have avoided #207.

**Summary of desired enhancement**
Test pre-commit runs successfully when default configuration is added for each tool.
