I'm keen keen to overhaul the copilot-instructions.md file to use skills as the opinionated workflow via .agents/skills

Later on, I'd be keen to incorporate external repo's skills using something like https://github.com/vercel-labs/skills especially the lockfile.
One point I'm not clear on is whether it's easily possible to avoid version controlling the skills files from external repos, while still maintaining repo-specific skills files. The CLI also has some bugs which maybe we should wait until fixed which would help us validate the lockfile (vercel-labs/skills/issues/542)
