Is your feature request related to a problem?

This is not related to an existing problem with the software, rather a need for some users.

Currently plugins are inside update-cli. There are cases where businesses or individuals may have needs that don't fit the general use cases. In some of these cases, business may also not allow contributions back to open source. There are no ways for users in these circumstances to achieve the uses.

Solution you'd like

Create a plugin interface that can be used to add functionality in terms of update targets allowing users to create plugins that meet their individual needs.
