Extracted the deeply nested raw JSON string in tools_json to a separate base_tools function using the json! macro for improved readability.

Extracted the massive inline raw JSON string from `tools_json()` in `crates/poke-around/src/tools.rs` into a new `base_tools()` function that returns a `Vec<Value>` constructed using the `json!` macro. This significantly improves readability and maintainability of the tool schemas.
