Similarly to how ignored elements emit a warning when exporting to HTML, or how HTML elements emit a warning when exporting to non-HTML, pdf.embed should emit a warning when exporting to non-PDF.

Use Case

Being aware something may be wrong.

Potential drawback

The accumulation of warning, especially given that there is no way to detect whether the output format is PDF currently.
