Splitting out of the parent #12370:

In my PR, I used AI to help me find all the places that could gain performance improvements from moving the AST structure checks before the type checks.

This is something that would've taken a lot of time for a human, and is practically impossible to check with pure static analysis, but was pretty easy (yet non-deterministic) for an AI agent.
