Solution

Set start page and/or start step number in Project global preferences or manually set:

0 !LPUB START_PAGE_NUMBER [GLOBAL] <number> to specify the start page number and/or
0 !LPUB START_STEP_NUMBER [GLOBAL] <number> to specify the start step number.

NOTICE: Start step and page number meta commands must be specified in the top model file header before part type (e.g. 1 to 5) lines are added.
