Problem

We don't currently run end2end tests for the titan CLI.

Solution

Add actions and a framework that allows us to easily run tests across a number of supported platforms. Building a complete e2e test suite (covering migration, hydrations, etc) is probably bigger than this bug, but we should cover some base workflows here and the ability to run them via automation.
