As an outcome of investigating #2129 I discovered a bunch of test errors with PHP 7.4. Lots of failures and errors. More info on the tests here:

Some of this might be incompatible versions of WP with PHP 7.4. Other stuff looks related to PHP's hexdec function (called in Image\Operation)
