Steps to reproduce

1. start a tidb cloud v9.0.0-beta.1 cluster with default config
2. prepare cluster with tpcc dataset
3. backup
4. restore v9.0.0-beta.1 cluster

What did you expect?

restore procedure is hanging.

What did happened?

restore succeed then cluster's status becomes available
