In some scenarios the popup menu items became insensitive. Work around the problem by always setting the button sensitive before changing the menu. Signed-off-by: Santtu Lakkala <santtu.lakkala@unikie.com>

Sometimes the service control popup menu items became insensitive when changing shown services. Avoid the issue by making the button sensitive before changing the menu, and re-adjusting afterwards.
This might be an issue in gtk, deeper analysis not done.
