I think these are fine. I'm not personally a lover of these wordy issue templates because I don't think people actually read them, but I also don't think there's much harm in trying.

This PR is an attempt to fix #4621.
I think this should trigger two separate formats for bugs and feature requests, and send people to the RStudio Community for questions. It is mostly modelled after the tidymodel's template. I don't know how to preview the templates, so I'd appreciate a second pair of eyes here.
