Add Velocity modificator doesn't work as expected in the Effect Editor

Steps to Reproduce

1. Create a Visual Effect
2. Open it in the Effect Editor
3. Add new modificator "Add Velocity"

Expected behavior:

3. Modificator added

Actual behavior:

3. Modificator is not present in the menu
