It looks like the Rails 7.1.3 version has a bug on the `db:create:all` task, see this issue for more details: rails/rails#50038 That's why it was necessary to change the way we are creating the databases on the `spec/support/unit/rails_application.rb` file.

In this PR we are updating the base dependencies and the Rails 7.1.x version to Rails 7.1.3.
