Proposed changes

The following improvements were made to the build-workflow GitHub workflow to allow users to call the workflow more easily from other jobs (e.g. external jobs):

• Add a new "retries" workflow parameter to allow the caller to configure the global retries to be used when running the RobotFramework tests (default is still 0)
• Don't try publishing the assets when the build workflow was manually triggered (e.g. the workflow_dispatch event)

Types of changes

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Improvement (general improvements like code refactoring that doesn't explicitly fix a bug or add any new functionality)
• Documentation Update (if none of the other choices apply)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
