Unlisting the tedge-watchdog docs so they will not be listed/index in the productions docs (though the link will still be accessible)

Decision was made due to problems highlight in the following issue:

• tedge-watchdog: does not handle systemd service file overrides #2354

In short, the instructions and develoment which lead to the settings being lost on thin-edge.io updates which leads to the watchdog no longer being active. However since tedge-watchdog is not widely used (as these problems have been around for a while), it will be better to not encourage people to use it for now.

Types of changes

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Improvement (general improvements like code refactoring that doesn't explicitly fix a bug or add any new functionality)
• Documentation Update (if none of the other choices apply)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
