Single quotes were changed to doubule quotes to make tfenv encased by single quotes in the help output, which seemed to be the intended behavior.

This fixes various ShellCheck errors, such as:
&&instead of-a[ -nmust be used with a quoted argument-nover! -zgrep -qThis PR is similar to #424, but addresses less-severe issues.
