We'll start getting real user value out of testground again once we can have testplans for some set of ipfs, libp2p, and/or lotus being run as part of their CI to ensure interroperability and/or performance. Tests should fail because of a compatibility or performance issue caught by the testplan, not because of the infra. It should be self-service for other project ipfs, libp2p, Lotus maintainers to add additional testplans to their CI.

It's ok that we don't have the language support we ideally want yet. Let's get a subset of languages working correctly and expand there.
