Extra care needs to be taken: we want to reproduce & test these issues with the docker runner

• Latency is not working properly #1488
• limit packet size to typical MTUs used on the public internet #1385
• We need a test where we drop the data network on a couple of instances and make sure they can still communicate through the control network.

Follow-up:

• Port the tests and simulation to eks runners.
