Introduces a new e2e procedure to the runner binary that starts a network on one network version, stops it, performs a migration and restarts the network again asserting no errors along the way. The aim is to give us greater confidence in the boundary between releases.
To make this operational we will need to have migrations fully or just better automated/programmable
