Summary

Allow to configure a node external address through a command line argument at startup.

Problem Definition

The node P2P external address can currently be configured in a configuration file, It could be interesting to allow its configuration through CLI at the startup of a node. The main purpose of it concerns operating nodes: I think this would ease the implementation of dynamic provisioning.

Proposal

Add the p2p.external-address argument to the start command.
