The link to the OpenAPI RPC documentation on docs.tendermint.com is a static URL. Currently it points to master, which is no longer exported for the docs site.

• Update the static link to target v0.35 so the link will work. (docs: Pin the RPC docs to v0.35 instead of master #7909)
• Figure out how to make that link per-branch.
