This issue is only concerned with the spec/implementation of PrepareProposal.
Synchronize spec and implementation (two PRs may need to be open)

Problem definition

Generate protobufs with the latest ABCI++ spec of PrepareProposal in the spec repo (its v0.36 branch).

Once the protobufs are synchronized, we need to adapt the code in the consensus logic.

For the time being, keep TransactionRecord in the form it is in the spec. See #7663
