The Dockerfile that contains tools for building the tendermint protos lives in the tendermintdev registry, under docker-build-proto.

The core team does not appear to have access to this account and cannot easily modify it as required. We therefore need to find a more maintainable longterm home for this Dockerfile that we have administrative permissions to access. Perhaps tendermint could work, although I'm similarly uncertain if we have admin access to that.
