Decrease log severity level for Non-deterministic signature #3839
Description
Related to tendermint/tmkms#318, tmkms use with multiple validators connecting to a single tmkms instance. This leads to the following Tendermint log output:

As this seems to be a non-critical error and a common occurrence in this kind of setup, would you guys consider changing the severity for these messages to "info" instead?
This makes monitoring Tendermint more sensible as well and will be redeemable for a beer or beverage of choice at the next Interchain / Cosmos event.
