proposer-based time: address implementation concerns #323
Description
Currently and ADR for PBTS is drafted and the implementation is following. We need to keep spec and code aligned. This issue tracks necessary changes.
- separate hashes for value and time
- clarify how
vandtare written in the blocks. Clarify the one-off confusion
